IP Address Issue Trying to Duplicate GIS

We tried to move our GIS4.1 instance to a new server and failed. The new server had the same IP address and Hostname as the original server thus to avoid licensing issues and connection issues with other servers sending files. This is Linux RH 4 with the bundled MySQL. I am sure that we have failed over to other servers in the past with no issues just by retaining the IP address and Hostname. This time when we tried to bring up GIS I ran run.sh and got the error "license Invalid: IP Invalid". I checked everything to verify it was the same IP and it all looked fine. So finally out of desperation I went to the license site and downloaded a new license with the IP and ran UpdateLicense but that also failed through all the licenses with Invalid IP.
Can someone confirm that GIS only looks a the IP and Hostname and not any mac addresses of network cards or anything else?? I'm questioning my sanity!
By the saw Sterling refused to help since 4.1 is an old version. We are in the middle of a migration to 5.x but we need to get this 4.1 on a more stable hardware at the same time as it is starting to fail.
