Huh?

INTERCHANGE control numbers should be unique within an agreed-upong time
frame based on key of sender (qual + ID) plus receiver (qual+ID) + control
number, and if you want to get picky, add standards version (and ID) to
key.

FUNCTIONAL GROUP control numbers should be unique with key =
AppSender+AppReceiver+GroupID (almost but not quite "Document type") (
+AppVersionRelease for the picky)

TRANSACTION SET control numbers .... have no uniqueness requirements except
within a functional group.
